The e-Learning Manager oversees the implementation and development of the department’s technology-based projects; is responsible for the implementation and administration of the Virtual Learning Environment and Electronic Performance Support Systems, including all related infrastructure, content, materials, and resources; and supervises e-Learning technical staff responsible for the development and maintenance of eLearning initiatives.

• Create and install a systemic process to deliver highly interactive e-learning products which are effectively targeted at operational needs.
• Hire and build the team of e-learning specialists with expertise in design of simulations, games and SCORM compliant products.
• Build relationships and an effective working process for consulting with Client Management, Product Development, Technology, Operational Support Services, Instructional Design and Field Operations to quickly deploy effective tools at installing required knowledge and skills.
• Influence change within an organization with complex processes and competing goals.
• Responsible for all departmental HR related functions of the eLearning Team.
• Performs analysis of issues impacting the purchase and implementation cycle and the ongoing use of the technology-based initiatives, including reporting and analytics capabilities, integration with existing systems, performance management, and content management.
• Prepares purchasing and development recommendations for Executive Management.
• Liaises with Vendors to ensure all system operations are functional and current.
• Responsible for the oversight of vendor software patches, upgrades and integration with 3rd party components.
• Demonstrated success in managing highly interactive end to end e-learning initiatives.
• Defines project requirements, executables and timelines for technical staff.
• Manages the eLearning team’s workflow to minimize time-to-delivery and to maximize cross-leveraging of team output.
• Monitors market and industry changes to ensure that the available technology products and solutions are applied in a manner that maximizes worth and cost-effectiveness.
• Responsible for determining the best uses of technology resources to achieve solutions.
• Oversees the development of e-learning design and development programming.
• Prepares purchasing and development recommendations for Executive Management.
• Liaises with Vendors to ensure all system operations are functional and current.

REQUIRED QUALIFICATIONS:
• A minimum of 5 years of related e-learning design and development experience.
• A minimum of 2 years management experience.

PREFERRED QUALIFICATIONS:
• Master’s Degree in the field of e-learning or equivalent.

• Excellent written and verbal communication skills.
• Strong interpersonal skills and the ability to interface with all levels within the organization.

• In depth knowledge of Database and Internet/Communication technologies.
• Competent in Flash, Captivate, Perception, Toolbook, HTML, Macromedia Breeze, and other e-learning tools.
