Department of Technology Services (DTS), Enterprise Applications Division (EAD), Project Requirements and Management Team (PRMT), 100 Maryland Avenue, Rockville, Maryland.

Montgomery County Government seeks an experienced Information Technology Business / Systems Analyst (BA) to be responsible for the end-to-end planning and implementation of large-scale business initiatives, from business planning and modeling to execution and launch. This position will require close collaboration with County Project Managers, Program Managers and Sr. Business Stakeholders.

The BA will assist in the development and support of the vision and strategic business objectives of the organization. The BA will develop process models following industry standard and best practice approaches to business process definition. The BA will work closely with both the subject matter experts and the project managers to develop comprehensive Work Breakdown Structures (WBS) and support the development of project plans and strategies to ensure the success of County initiatives. The BA will be required to support multiple large scale systems implementations simultaneously, and will assist in creating and maintaining project schedules, managing project exceptions and utilizing ROI analysis for controlling project change, working with both in-house and vendor staff against the project plan, and reporting progress to the project management team and business owners. The BA will contribute to developing and tracking test plans and test documentation on large scale projects. The BA is responsible for contributing to long-term enterprise strategies and plans which demonstrate the awareness of customer requirements, culture, values, and diversity.

Responsibilities will include: Creating 'as-is' and 'to-be' process models; conducting gap analysis in the process of completing full functional requirements and system functional design documents; assisting in building solid project budgets and coordinating with multiple agencies to include annual operating budgets and capital improvement project budgets (government budget experience is a plus); following a comprehensive change management program for each project; implementing appropriate toolsets and processes for business requirements development and project implementation; leading the QA and test management processes; managing the testing results with the project workgroups comprised of primarily matrix staff; and enforcing set standards and implementing process improvements gained from post implementation project audits. .

Experience: Three (3) years experience in significant large scale, multi-system integration and Business/Systems Analysis in a technical environment throughout the full project life cycle with experience in Software Development Life Cycle (SDLC). Equivalency: An equivalent combination of education and experience may be substituted.

If underfilled at the IT Specialist II level, the minimum qualifications are: Education: Possession of a Bachelor's degree in computer science or related field. Experience: Two (2) years of experience in significant large scale, multi-system integration and Business/Systems Analysis in a technical environment throughout the full project life cycle with experience in Software Development Life Cycle (SDLC). Equivalency: An equivalent combination of education and experience may be substituted.
If underfilled at the IT Specialist I level, the minimum qualifications are: Education: Possession of a Bachelor's degree in computer science or related field. Experience: One (1) year of experience in SDLC. Eqvuialency: An equivalent combination of education and experience may be substituted. Ability to lift boxes containing computer support items and equipment such as printers, computers, modems and monitors up to 50 pounds is also required. .

The selection process for this position will consist of an evaluation of your training, education, and experience in the following areas. .
Resumes should indicate information specific to the preferred criteria listed below.

1. Experience in Business/Systems Analysis and Process Mapping.
2. Experience with User Interface Design and design prototyping and testing to include working with Subject Matter Experts to review and approve user interfaces and prototypes.
3. Experience with Requirements Documentation within the various systems life cycle development methods (Waterfall, Iterative, Agile, etc.)
4. Experience in both Functional and System Requirements Development.
5. Experience working with vendors to represent Subject Matter Expert (SME) requirements.
6. Experience with one or more Business Analysis and Project Management toolsets or processes, such as Rational, Mercury and Visio.
7. Experience with Creating Test Plans, Test Scripts and executing User Acceptance Testing (UAT). Experience managing UAT and project implementation activities.
8. Experience in a customer-focused business environment working with cross-functional, cross-organizational projects and staff.
9. Preference given to Six Sigma Quality and Process Modeling experience or certifications.
