RALEIGH, N.C. - As the nation honors its workers this Labor Day, North Carolina faces its highest unemployment rate in years.

State officials say the rate for July 2008 was 6.6 percent, the highest level of unemployment since August 2003.

For the seventh year, the state's Employment Security Commission set up a Labor Day phone bank for people to call in or email their questions concerning benefits, unemployment, and claims.

"Our thought and our experience is that the nicest thing to do is be here on a day when they don't have to go to work in most cases, and they can be and home and call in and ask questions," said Harry Payne, chair of the Employment Security Commission.

Last year, ESC staff members fielded more than 4,000 questions. Payne said he expected even more this year, due to the high unemployment rate and a recent authorization to extend benefits to some groups of people.

"The economy being what it is, it creates a certain amount of anxiety," said Payne. "We find that the information that we provide is a lot more comforting than the unknown. A lot of people, our goal is to get them square with what their options truly are."
