The nation's unemployment situation could still be in for some tough times.

According to an employment firm called Manpower, 13% of hiring managers plan to cut staff before the end of the year.

However, 22% plan to increase their payroll, while 59% plan to hold steady.

Manpower also found that wholesale and retail trade groups are the most likely to be in a hiring freeze.

Mining companies are the most likely to add jobs.
