MANCHESTER, N.H. --A Manchester (New Hampshire) contractor is accused of violating 714 labor regulations at a construction site where eight people were injured in September.

Six men and two teenage boys were hurt when an exterior wall of the three-story home they were building toppled over on them.

The state Labor Department has proposed fines of nearly $87,000 for contractor, Sean Dawkins. Among the citations are 17 violations of the state's Youth Employment Law and 306 violations of the minimum wage law.

Dawkins says his insurance company has told him that the injured men and teens were not considered his employees.
